This is a special carbon fibre chassis, it is designed to accept the whole Schumacher Cougar front end, and the Team Durango DEX210 rear end!
The reason it was never used is because it was countersunk too far - as can be seen from one of the pictures. It shouldn't affect the strength at all, it just means the screws will sit in a little further and the area around them will be countersunk.
It is sold as seen, I don't think there are any holes to mount anything to hold the batteries - so it's really only ideal for someone who likes to tinker/self build.
