Grading?

My lad is dipping his toes in the 1/10 pond for the first time this weekend having only raced 8th offroad up till now ..... can someone please explain how the F grading works?

I'm presuming that F1 is the top boys but what about the mere mortals, how are they graded?:confused:

if you can decipher http://www.brca.org/Sections/off_e_10/Racing/2009%2010th%20offroad%20rules.pdf (http://www.brca.org/Sections/off_e_10/Racing/2009%2010th%20offroad%20rules.pdf) the 2009 BRCA Rules, which say something about an F5 being a licence awarded to any competent driver by and at the discretion of BRCA local clubs and F1 - F4 being based on percentage of drivers of the previous year, perhaps you can explain to the rest of us?
