It's an old car, so probably in someone's private collection. The cigarette sponsoring gives it away, which if I remember correctly was banned in the 90's.

It was a really bizarre, sight normal traffic on the M1 consists of Mondeos, BMWs, maybe the odd exotic supercar, but not something F1 shaped... :)
