What is the best way to get E-clips on and off?

I use a hammer and chisel. Hope this helps:D
Use a pick or scalpel (be careful) to work them off from the inner part of the clip. Or hold one side of the clip with your finger to stop it rotating and push it off with a flat bladed screwdriver on the other side.
Then use needle nose pliers to put them back on.

Or if you can but proper e-clips pliers ;)

You might want to very gently crimp the clip when re-using as it can be slightly stretched when removed.
