Yes, the outer one needs to be smaller so that it doesn't rub on the inside of the outdrive as the works - as it turns in the opposite direction to the outdrive it sits in.

If the thrust race is in the wrong way, the outer plate will rub on the inside of the outdrive and undo the diff.
