Batley and Durham used to really benefit from R by R as they run more slippy floor. Which usually gets more grippy throughout the day. If you TQ'd round 1 at Batley / Durham and that was your best run then the track got real fast over the remaining 3 rounds (Imagine how many laps are done in those 3 rounds cleaning the track). YOu could often find yourself outside the top 10 overall.
As it is also the choice outdoors for National and regional events it follows that indoors should be the same to keep consistency. But at the end of the day it's down to the race director and many know Round by Round is the safest option covering most unforeseen eventualities.
Also, it gets rid of the 'One round wonder run' where someone pops in a blinding time and then can't back it up.
This will open a can of worms now where everyone has thier own opinion on which is best.
