Depends on the size of cutting you want to do. I picked up a Silhouete Portrait which cuts A4 vinyl sheets on a cutting matt that you feed into it. I believe it will also cut off a roll with the optional bracket. My primary requirement was something that didn't take up masses of desk space, and that i could easily pack and store it away off the desk, and its perfect in that respect.

I got mine from amazon with a bundle of vinyl rolls.

Vinyl is available in rolls that you just cut off the amount you need, upto an A4 sheet. For RC car body masks and decals I've never needed anything bigger. You don't need to use a full sheet each time, you can just position a small piece for your cut.
I have a translucent blue vinyl for paint masks, for a big roll off ebay.
