Default Comparing Speedo's

Ok here's a question I was asked tonight and I didnt know the answer so I thought I would ask it here.

If you take two similar speedo's one mid range and one top range brushless speedo (The particular models we where talking about is an LRP sphere 2007 TC Spec and a LRP sphere non-competition). Two of the exact same motor and the same battery's will the top speed/power achievable be the same and the only difference being the configuration or would the top spec speedo be more efficient and therefore produce more power due to that?

The question just came up when we where comparing how one person with the non-competition was running it at the max setting while most people who has the competition models run them at mid range settings.
