What stencil creates those small dot patterns and were can i get it ?

The small dots effect is created using one of the paint masks from RCS Graphic Worx (not one of their re-usable stencils). The name of it is "Mesh FX" and the part number is RCS-PM017, you get two sheets in the packet and they cost £5.99. Available from any shop or dealer with an X-Factory UK account.

Have ordered a pack, i use there liquid mask as well its pretty good stuff
Ire the paints as good as or better than faskolors ?

I would say it is personal preference but I feel the RCS waterbased have better atomization, lower film build and better drying time. Although.. The opaques, black & white for example, require an extra coat compared to the faskolor.
