has it snaapped off inside the bit of plastic, or do you just want to plug up the hole?

Threaded part is in the hole. Threaded part is slotted so it can vent air/water when cap is unscrewed a little.
need to be able to vent it when I've plugged it

I f you can get the broken threaded bit out, it may be possible if theres enoguht thread left to make a new sort of head on it if you no what i mean, or even super glue the broken bit back on, im think though you may have to get a brand new bit.
What year is the fiat?

Don't think superglue's going to work even if I can get it out

just don't get caught doing it ;)
should only be finger tight or may need a large flat blade screw driver

you can just drill it out using progressively larger drill bits up to the point where you're almost touching the threads, (its just plastic after all)
then you'll ned to clean the thread out using a tap of the correct size
i think thats a 6mm by 1mm pitch thread (looks the same size as the ones i've repaired myself) you can ideally replace with another bleed screw of the same design or just use a bolt of with the same thread with a little bit of silicone sealant around the base of the head to seal it up.
just wait til coolant is flowing out of the hole than whack the bolt in when you're filling up ;)

Fiat owners can check out spares on ePER (http://www.fiatforum.com/autolink.php?id=4&script=showthread&forumid=34)
ePER (http://www.fiatforum.com/autolink.php?id=4&script=showthread&forumid=34) doesn't show the bleed screw seperately for the hose but there are 2 alternatives for the radiator bleed screw that may fit. Part numbers: 5937435 and 82449693.
