Lipo's, 1cel full, 2e cel still loading?

Dear Guy's, does this mean my new lipo does not work correctly?
1cel full, the 2e cel still loading (5000mah-40c-2s), volts are OK!:confused:

It's not unusual for one cell to need a little more time to balance charge.

If it takes a very long time or never fully balances, then it may be a faulty charger or a faulty LiPo. Test the voltages with a seperate voltmeter to make sure.
