is the trackstar stuff legal for racing

The motors aren't legal for brca sanctioned events. But fine for club racing. The ultimate lipos are brca legal, esc doesn't apply to 1/10 off road.

I assume brca events would be regionals and up? Does anyone actually check them?

Yes all cars are scrutineered before your heat or final. Dimension and volatge and maybe a quick look at motor. Regionals are more relaxed than nationals.
Speed passion as has been said or sky rc are fairly cheap.
