What transmitter do you have.

You should set your subtrim so the servo horn is vertical (your steering linkages should now be the same legth as well), then as Kenny has said, on most Tx's you can alter the amount of steering travel independantly (might be called EPA - end point adjuster) for the left and right movement. You want to make sure that you have enough steering to reach both the left and right end points, but don't go beyond.

Then as you say, you can alter your dual rates which ajusts both the left and right throw the same amount, either more or less, which effectively makes the steering more sensitive to a point. If you have dual rates I would be surprised if you don't have EPA.
