Handset (wheel) artwork - who does it?

I have seen an odd handset that's been kitted out with various artwork on then so it basically covers it - anyone know who does it and approx cost please?

THere are stickers which is a pretty good way of doing them or there is hydro dipping.
Dipping is taking mostly the whole radio apart and sending it away
Stickers means you can keep the radio in hand and apply when it arrives
