Default idler and layshaft gears binding

I seem to have some major binding issues with the 24/33 idler and layshaft gears, ive try the other combinations and still get the same results

ive checked and even replaced the layshaft its straight as straight (checked with multiple straight edge items)

ive checked the top idler shaft it seems perfect
ive checked and replaced bearings

yet when i turn the gears by hand they have a free spot and then get rather tight for atleast a 3rd of the rotation

Ive removed the belts to rule out everything else what else could it be ?
as im stumped

It should be 22/34, 23/33 or 24/32.

If your trying to fit 24/33 you will get binding.

I checked my parts box and i wrote on a 32 tooth as i took it out of the packet and it was also binding when i went out of state and i jsut put it aside... since realized after counting the teeth that 32t was infact a 33 that must have been in the wrong packet from schey as the packs still in the parts box..

off the too the shop i guess ive got 2 x 33 , 1 x 34 and 2 x 24's
