Default Battery charging for 2+ hours

I have an overlander charger(cant remember the exact model number) but its an 80W balance charger.

When I balance charge my cells(no swelling or heat or anything from them) it takes forever.
last night for example they were charging for 2 hours and were sitting at 0.00a for at least 10 mins before i stopped it

if I use the fast charge they are charged withing 20-30 mins depending on how discharged they are from racing.

now is this because of my charger being a cheap crappy one or because my cells are borked?
i have 2 different packs and this happens to both of them with this charger so i'm leaning towards it being the charger that's at fault but wanted to get another opinion.

If its robtronics Its charger, they all do it mine was same

Get this every now and again with any of my lipos on either of my 2 chargers as well.....I just set a time limit to 50mins.......
