does anyone know if these fit?....and will pass scruterneering?

Yes they fit, I ran my rango wheels on B44 on Wed night.

As for BRCA rules, I'm not sure? I think the fronts are same off set as B44, the rears are a little different so best to bolt some on at a meeting and check it fits in the box
