Should i get these tires?

Hello. I think i will buy a MadRat (kit). I will also be using this car on the road so should i buy these wheels when i buy the car? Then i can use stock ones for offroad and these for onroad.

They come with rims right? And 12mm hex so i can use it on a mad rat?
