Vega RB5 - Use of grub screws?

Does anyone know why grub screws are used on the front of the RB5 Vega chassis? (To retain the upper deck spacers)

A mate has sheared one and its near impossible to remove, so planning to have it drilled straight through and use a longer countersunk screw from underneath.

Seems a much more logical way to fix them in place? was it just to save another screw head underneath?
