 It's glue with carbon in, as a two-minute search of Google would have told you when you found this.  http://www.wireglue.us/ And, as usual with FleaBay, it's being sold on there for twice the price you can buy it from a shop, or mail order - how many people do these traders manage to con? It must work, or they wouldn't do it!
