Default Schumacher cut stagger

When glueing Schumacher cut staggers to the rims do I have to cut the beads on the tyre to get it to sit flush with the rim or how do I get it to sit flush with the rim?

if you are trying to fit Skinny tyres onto a normal 2wd rim, you need to cut the inside outer lip of to make the rim narrow.
